COUNCIL BILL NO. 2023-510

AN ORDINANCE approving a Petition to Establish the 32nd Street Theatre Community Improvement District and creating the 32nd Street Theatre Community Improvement District; approving a Cooperative Agreement among the City of Joplin, Missouri, the 32nd Street Theatre Community Improvement District, the 32nd Street Place Community Improvement District, and Woodsonia Joplin, LLC; authorizing the City Manager to execute the Agreement on behalf of the City of Joplin; and containing an emergency clause.

AN ORDINANCE authorizing the City of Joplin to enter into a Memorandum of Understanding (MOU) with RestoreSpiva, LLC, and the Community Foundation of the Ozarks for the purpose of  RestoreSpiva, LLC, conducting a capital campaign to restore Spiva Park in the City of Joplin; establishing responsibilities for RestoreSpiva, LLC, and the City in maintaining and operating Spiva Park; and authorizing the City Manager to execute said Memorandum of Understanding by and on behalf of the City of Joplin.

RESOLUTION NO. 2023-008

A RESOLUTION    of the City of Joplin, Missouri, authorizing the City to enter into an American Rescue Plan Act (ARPA) Subrecipient Agreement with Jasper County through the State and Local Fiscal Recovery Funds (SLFRF) Program to purchase the MOSWIN, or Missouri Statewide Interoperability Network System.

COUNCIL BILL NO. 2023-121

AN ORDINANCE    authorizing the City of Joplin to enter into an agreement with Infrastructure Solutions, Inc., in the amount of Three Million Six Hundred Forty-Eight Thousand Six Hundred Eight and 00/100 Dollars ($3,648,608.00) for the Baker’s Branch East Wastewater Extension project; authorizing the City Manager or his designee to execute the same by and on behalf of the City of Joplin; and containing an emergency clause.

COUNCIL BILL NO. 2023-507

AN ORDINANCE    approving a Contract by and between the City of Joplin and Motorola Solutions, Inc. to provide Missouri Statewide Interoperability Network System (MOSWIN) on behalf of the Joplin Police Department; authorizing the City Manager to execute said Contract by and on behalf of the City of Joplin; and, Amending the Annual Budget of the City of Joplin for the Fiscal Year 2022-2023 as adopted by Ordinance 2022-161 on October 17, 2022; and, containing an emergency clause.

AN ORDINANCE    approving a Contract by and between the City of Joplin and Guidehouse Inc. for a performance time extension to provide ARPA-Infrastructure related assistance; authorizing the City Manager to execute said Contract by and on behalf of the City of Joplin; and, containing an emergency clause.

    AN ORDINANCE amending Chapter 10 – Alcoholic Beverages, Article I – In General, by enacting a new Section 10-19 – Prohibition of shooters.

COUNCIL BILL NO. 2023-405

AN ORDINANCE approving an Agreement between the City of Joplin, Missouri, and The Southwest Missouri Community Alliance that pertains to CDBG-CV public service grant funds; authorizing the City Manager to execute same on behalf of the City.

COUNCIL BILL NO. 2023-506

AN ORDINANCE    adopting a new step pay plan by reference the City Salary Administration Plan; establishing the annual salary of certain Classified and Unclassified positions and Part-Time/Seasonal positions for Fiscal Year 2022-2023; amending the Annual Budget of the City of Joplin for the Fiscal Year 2022-2023 as adopted by Ordinance 2022-161 on October 17, 2022; and, setting a date when this Ordinance shall become effective.

Vote to go into closed session, which shall pertain to legal action, causes of action, or litigation including a public governmental body and any confidential or privileged communications between a governmental body or its representatives and its attorneys pursuant to state law, and to discuss leasing, purchase or sale of real estate by a governmental body where public knowledge of the transaction might adversely affect the legal consideration thereof, pursuant to state law; as set forth in Section 610.021 (1) (2) RSMo, as amended, 2020. This meeting, record, and vote to be closed. Council shall adjourn at the end of the session.
