Persons wishing to address the City Council regarding an item on the agenda should complete a Request to Address Council and give it to the City Clerk prior to the start of the meeting. When your name is called, approach the podium, and state your name clearly for the record. If your request pertains to a Public Hearing item, you do not need to submit a request. You will have five (5) minutes to speak.

AN ORDINANCE amending Ordinance No. 2022-274, passed by the Council of the City of Joplin, Missouri, August 1, 2022, by removing from District M-2 (Heavy Industrial) and including in District R-3 (Apartment House) property as described below and located approximately 200 feet East of the intersection of S. Maiden Ln. and W. 2nd St, South of W. 2nd St and North of W 4th St.

COUNCIL BILL NO. 2023-110

AN ORDINANCE approving the City of Joplin to enter into a construction agreement with Blevins Asphalt Construction Company Inc. in the not to exceed amount of One Million, Five Hundred Forty-One Thousand, Nine Hundred Forty-Three and 53/100 Dollars, ($1,541,943.53) for the Mill and Overlay 2023 project; and authorizing the City Manager or his designee to execute the same by and on behalf of the City of Joplin; and, containing an emergency clause.

COUNCIL BILL NO. 2023-114

AN ORDINANCE    approving a Purchase Order to ATMAX Equipment Company in the amount of Two Hundred Thirty-Four Thousand Four Hundred Fifty-Seven and 75/100 Dollars ($234,457.75) for the purchase of a Mower Max Boom Tractor; and containing an emergency clause.

AN ORDINANCE approving the contract by and between the City of Joplin and USA Demolition for the demolition of the structure(s) and clearing of a lot located at 218 N Wall Ave. in the City of Joplin, Missouri, for Four Thousand Nine Hundred Fifty dollars ($4,950.00); providing how the cost thereof shall be paid; how the assessment thereof shall be made; and containing an emergency clause.

AN ORDINANCE approving the contract by and between the City of Joplin and USA Demolition for the demolition of the structure(s) and clearing of a lot located at 1417 W 20TH St. in the City of Joplin, Missouri, for Four Thousand Eight Hundred Seventy-Five dollars ($4,875.00); providing how the cost thereof shall be paid; how the assessment thereof shall be made; and containing an emergency clause.

AN ORDINANCE approving the contract by and between the City of Joplin and USA Demolition for the demolition of the structure(s) and clearing of a lot located at 1818 S Pearl Ave. in the City of Joplin, Missouri, for Four Thousand Five Hundred Seventy-Five dollars ($4,575.00); providing how the cost thereof shall be paid; how the assessment thereof shall be made; and containing an emergency clause.

AN ORDINANCE    adopting a revised step pay plan by reference the City Salary Administration Plan; establishing the annual salary of certain Classified and Unclassified positions for Fiscal Year 2022-2023; amending the Annual Budget of the City of Joplin for the Fiscal Year 2022-2023 as adopted by Ordinance 2022-161 on October 17, 2022 to adjust appropriations; and, containing an emergency clause.

    AN ORDINANCE amending Chapter 82 – Offenses and Miscellaneous Provisions, Article V – Offenses Against Health and Safety, by changing offenses related to marijuana as a result of November 8, 2022 general election ballot measure Amendment 3.

COUNCIL BILL NO. 2023-103

AN ORDINANCE approving a construction agreement with McClanahan Construction, Inc. in the amount of Two Million, Two Hundred Fifty-Four Thousand and no/100 Dollars ($2,254,000.00) for the Turkey Creek Wastewater Treatment Facility (WWTF) Equipment Building project, authorizing the City Manager or his designee to execute the same by and on behalf of the City of Joplin.

COUNCIL BILL NO. 2023-604

AN ORDINANCE approving the revised Rules and Regulations (Employee Handbook) as contained to govern employee conduct, workplace protections, job classification, benefits, compensation, discipline, safety, employment practices and to ensure compliance with the Charter of the City of Joplin, State and Federal employment laws.

Vote to go into closed session, which shall pertain to leasing, purchasing or sale of real estate by a public governmental body where public knowledge of the transaction might adversely affect the legal consideration therefore as set forth in Section 610.021 (2) RSMo, as amended, 2020. This meeting, record, and vote to be closed to the extent provided by law. The City Council shall adjourn at the end of the session.
