Persons wishing to address the City Council regarding an item on the agenda should complete a Request to Address Council and give it to the City Clerk prior to the start of the meeting. When your name is called, approach the podium, and state your name clearly for the record. If your request pertains to a Public Hearing item, you do not need to submit a request. AN ORDINANCE amending Ordinance No. 2022-274, passed by the Council of the City of Joplin, Missouri, August 1, 2022, by removing from District R-1 (Single-Family Residential) and including in District R-2 (Two-Family Residential) property as described below and located at 2310 W. 2nd St, City of Joplin, Jasper County, Missouri.

A RESOLUTION    approving a request for the appointment of the slate of Board of Directors for the 510 Rangeline Community Improvement District.

COUNCIL BILL NO. 2023-002

AN ORDINANCE of the City of Joplin, Missouri, imposing an additional sales tax at a rate of three percent (3%) on all tangible personal property retail sales of adult use marijuana sold within the City pursuant to Article XIV, Section 2.6(5) of the Missouri Constitution, subject to approval by the voters of the City at the General Municipal Election to be held on April 4, 2023; designating the form of ballot; directing the City Clerk to provide notice of said election; and containing an emergency clause.

COUNCIL BILL NO. 2023-104

AN ORDINANCE    approving a Purchase Order to Vikings Cives Midwest in the amount of Two Hundred Thirty-Nine Thousand Five Hundred Ninety-Six Dollars and 00 cents ($239,596.00) for the purchase of a 2024 International HV507 SFA Dump Truck with snowplow and salt spreader; and containing an emergency clause.

COUNCIL BILL NO. 2023-501

AN ORDINANCE approving termination of the North Park Crossing Tax Increment Financing Redevelopment Agreement by and between the City of Joplin, Missouri and North Park Crossing, L.C., and its successors and assigns; and containing an emergency clause.

COUNCIL BILL NO. 2023-502

AN ORDINANCE    dissolving the Special Allocation Fund for the North Park Crossing Tax Increment Financing Plan and Redevelopment Projects and terminating the designation of the Redevelopment Area of the North Park Crossing Tax Increment Financing Plan; and containing an emergency clause.

COUNCIL BILL NO. 2023-600

AN ORDINANCE approving a Purchase Order to be issued to Central Square Technologies to cover the annual support payment for the Time Clock Plus software subscription, implementation, and related systems support as budgeted in the Annual Budget of the City of Joplin for the Fiscal Year 2022-2023 as adopted by Council Bill 2022-534 on October 17, 2022; and containing an emergency clause.

COUNCIL BILL NO. 2023-003

AN ORDINANCE    approving a Memorandum of Understanding (MOU) by and between the City of Joplin and the Jasper County Commission allowing for the County to join with the City of Joplin on its Broadband Deployment Consultant Services (2022-RFP-10) with Alvarez & Marsal Infrastructure & Capital Projects, LLC.

COUNCIL BILL NO. 2023-601

AN ORDINANCE authorizing the City of Joplin, Missouri, to enter into an Agreement with Conventions, Sports & Leisure International, LLC, a Delaware Limited Liability Company, for the purpose of conducting a Tourism Venue Needs Assessment of the Joplin tourism market for the not to exceed the price of One-Hundred and Eleven Thousand Six Hundred and Eight and 00/100 Dollars ($111,608.00); amending the Annual Budget of the City of Joplin for the Fiscal Year 2022-2023 as adopted by Ordinance 2022-161 on October 17, 2022; authorizing the City Manager to execute the same by and on behalf of the City of Joplin; and, setting a date when this Ordinance shall become effective.

Vote to go into closed session, which shall pertain to legal action, causes of action, or litigation including a public governmental body and any confidential or privileged communications between a governmental body or its representatives and its attorneys pursuant to state law, and to discuss leasing, purchase or sale of real estate by a governmental body where public knowledge of the transaction might adversely affect the legal consideration thereof, pursuant to state law; as set forth in Section 610.021 (1) (2) RSMo, as amended, 2020. This meeting, record, and vote to be closed. Council shall adjourn at the end of the session.
