Unified Planning Work Program
The Unified Planning Work Program (UPWP) lists the transportation studies and tasks that Metropolitan Planning Organization (MPO) staff and member agencies will perform to support the metropolitan transportation planning process. It must identify the funding source for each project, the schedule of activities, and the agency or agencies responsible for each task or study. UPWPs reflect issues and strategic priorities unique to each metropolitan area and will differ by MPO.
UPWPs cover a one- to two-year period and typically include the following elements:
- Planning data and analysis tasks, such as data collection and trends monitoring, and studies of a variety of demographic, development, transportation, and environmental factors.
- Public outreach activities are conducted in accordance with the PPP, including collaborative development of the PPP and periodic evaluation of its effectiveness.
- Preparing the Metropolitan Transportation Plan (MTP) and Transportation Improvement Program (TIP), including supporting studies and products that will result from these activities.
- Completing all Federally funded studies, including all relevant State and local planning activities conducted without Federal funds.
