COUNCIL BILL NO. 2017-273

 AN ORDINANCE amending Ordinance No. 2004-256, passed by the Council of the City of Joplin, Missouri, November 15, 2004, by designating the Reverend Harris Joplin Home as an Historic Landmark and include in a Historic Preservation Overlay District as described below and located SW Corner of 6th and Elm Streets in the City of Joplin, Jasper County, Missouri.

 AN ORDINANCE amending Ordinance No. 2004-256, passed by the Council of the City of Joplin, Missouri, November 15, 2004, by designating the Site of the First Major Lead Strike property as an Historic Landmark and include in a Historic Preservation Overlay District as described below and located at which a tract of land 750 feet north of Broadway Street and 75 feet west of Murphy Boulevard, in the City of Joplin, Jasper County, Missouri.

COUNCIL BILL NO. 2017-010

AN ORDINANCE appointing three (3) new Board of Director Members for the Hope Valley Community Improvement District (CID), for a term of four (4) years, to replace the three Board Members whose terms have expired; authorizing the Mayor with Council consent to appoint said Board Members by and on behalf of the City of Joplin, Missouri; and, containing an emergency clause.

COUNCIL BILL NO. 2017-158

AN ORDINANCE approving a contract with G&G Construction in the not to exceed amount of One Hundred Ten Thousand, Eight Hundred Seventeen and No/100 Dollars ($110,817.00) for construction and installation of two grit augers and troughs for the Turkey Creek Wastewater Treatment Facility authorizing the City Manager or his designee to execute the same by and on behalf of the City of Joplin; and containing an emergency clause.

AN ORDINANCE      approving a Work Authorization with Olsson Associates dba Joplin Joint Engineering Team in the not to exceed amount of Three Million Six Hundred Sixty-Nine Thousand Seven Hundred Eighty-Nine Dollars and no/Cents ($3,669,789.00) for bidding and construction services for sidewalk, curb & gutter, street and storm water projects in the recovery area funded through CDBG-DR, and containing an emergency clause.

COUNCIL BILL NO. 2017-161

AN ORDINANCE approving an Amended Work Authorization with Olsson Associates, in an amount not to exceed Thirty-Six Thousand Three Hundred Forty-Two and 50/100 Dollars ($36,342.50) for project management, construction inspection and testing services for the Regional Detention Basin – 32nd St. to 28th St. between Mississippi Ave and Arizona Avenue; authorizing the City Manager or his designee to execute the same by and on behalf of the City of Joplin; and containing an emergency clause.

AN ORDINANCE authorizing the City of Joplin to enter into a change order with Emery Sapp & Sons for the purpose of completing the regional detention basin north of 32nd Street and west of Arizona Avenue for the not to exceed price of One Hundred Fifteen Thousand Five Hundred Thirty-Eight and 35/100 Dollars ($115,538.35); authorizing the City Manager or his designee to execute the same by and on behalf of the City of Joplin; and containing an emergency clause.

AN ORDINANCE      approving an Amendment to the Work Authorization with Burns & McDonnell Engineering Co., Inc., in the not to exceed amount of Seventeen Thousand Five Hundred and no/100 Dollars ($17,500.00) for Professional Engineering Consulting Services for NPDES Permit Renewal Support, Phase 2, authorizing the City Manager or his designee to execute the same by and on behalf of the City of Joplin; and containing an emergency clause.

COUNCIL BILL NO. 2017-277

AN ORDINANCE approving an Agreement between the City of Joplin, Missouri, and Missouri Highway and Transportation Commission which will provide FHWA Metropolitan Planning Assistance and FTA Section 5303 assistance; authorizing the City Manager to execute said Agreement for the City, and containing an emergency clause.

COUNCIL BILL NO. 2017-457

AN ORDINANCE     approving an Agreement by and between the Joplin Humane Society, Inc., and the City of Joplin, Missouri, providing for animal sheltering services for the city animal control program, authorizing the City Manager to execute said Agreement by and on behalf of the City of Joplin, Missouri; and, containing an emergency clause.

AN ORDINANCE     amending Chapter 18, Animals, of the Joplin City Code by amending certain fees found in Section 18-144; and, containing an emergency clause.

COUNCIL BILL NO. 2017-459

AN ORDINANCE     approving a Program Services Contract by and between the State of Missouri, Department of Health and Senior Services, and the City of Joplin, Missouri, for a term commencing October 1, 2017 and running through September 30, 2018, for the amount of up to Thirty Two Thousand, Four Hundred Five Dollars and Forty Cents ($32,405.40), to enable the Health Department to provide maternal and child health services to residents of Joplin, authorizing the City Manager to execute the same by and on behalf of the City of Joplin, Missouri; and containing an emergency clause.

AN ORDINANCE                amending the Annual Budget of the City of Joplin for the Fiscal Year 2016-2017 as adopted by Ordinance 2016-177 on October 17, 2016, to adjust appropriations and containing an emergency clause.

AN ORDINANCE                approving a Contract by and between the City of Joplin and Anthem BCBS to provide stop loss coverage and administrative services for the City’s health self-insurance coverage on behalf of the employer, the City of Joplin; authorizing the City Manager to execute said Contract by and on behalf of the City of Joplin; and containing an emergency clause.

AN ORDINANCE                approving a Contract by and between the City of Joplin and CIGNA to provide dental insurance coverage for City employees on behalf of the employer, the City of Joplin; authorizing the City Manager to execute said Contract by and on behalf of the City of Joplin; and containing an emergency clause.

AN ORDINANCE approving a Contract for grant money by and between the City of Joplin, Missouri and the Missouri Highways and Transportation Commission Blueprint for Safer Roadways Program in the amount of Nine Thousand Three Hundred Ninety Five Dollars ($9,395.00); authorizing the City Manager to execute the same by and on behalf of the City of Joplin, Missouri; and containing an emergency clause.

CLOSED SESSION

Vote to go into closed session, which shall pertain to legal action, causes of action, or litigation including a public governmental body and any confidential or privileged communications between a governmental body or its representatives and its attorneys; and the hiring, firing, disciplining, or promotion of an employee or particular employees of a governmental body involving personal information more specifically for the purpose of evaluating certain Council employees; as set forth in Section 610.021(1) (3) RSMo, as amended, 2016. This meeting, record, and vote to be closed to the extent provided by law. The City Council shall adjourn at the end of the session.
Anyone wishing to address the Council should step to the podium and state his/her name and address. If the matter is not a Public Hearing, a request to speak to the Council should be prepared prior to the meeting. Speaking time will be limited to five (5) minutes.

Sound enhancement units are available for hearing impaired customers who provide a form of identification as security, which will be returned to the customer upon the return of the unit.
